The functions assigned to the Vice Ministry of Housing and Building Policy and Planning, created by Law 160-21 establishing the Ministry of Housing, Habitat and Buildings (MIVHED), include:
• Collaborating with the responsible institutions and promoting cadastral regularization and the issuance of titles for land, buildings and housing units, so the public can obtain secure tenure or titled ownership.
• Designing the National Titling Plan in coordination with the competent agencies and with public participation.
• Promoting coordination with the National Titling Commission, the National Cadastre Directorate, the Registry Directorate and local administrative bodies involved in land management, to safeguard legal certainty and ownership rights over housing units.
There are significant opportunities to improve coordination and interoperability among the municipal and national authorities responsible for land-use, construction and environmental permits and the specialized entities responsible for real property registration.
